2. Governance, Coordination & Outreach ($3.5 Million)

The Governance, Coordination and Outreach Component is the communication and outreach arm of the Alaska Mariculture cluster, with a diverse steering committee, or “Governance Body” at its core. The Governance Body is comprised of the four Economic Development Districts (EDDs) within the project regions, four regional tribal representatives, four board members of the Alaska Mariculture Alliance (AMA), and one member from the Alaska Fisheries Development Foundation (AFDF). The Governance Body’s role is to ensure equitable implementation of the AMC BBB project, providing support and equal access to resources offered by the grant, and oversight of the development of the mariculture industry. The Governance Body will also monitor progress on project outcomes, as well as regularly evaluate participation of underserved populations and communities.

Each regional EDD is responsible for conducting outreach to industry and interested parties in their regions with a focus on including Alaska Natives and rural communities. Additionally, the Alaska Mariculture Alliance (AMA) will oversee the development of a Public Relations, Outreach and Engagement Plan which will identify stakeholder groups and target audiences, develop public opinion research tools to initially measure and regularly gauge the level of social license surrounding mariculture development in Alaska, and identify outreach strategies for effectively engaging target audiences while integrating interactive social research. The AMA will also contract with regional Alaska Native-focused organizations to host dedicated positions (Mariculture Liaisons) to provide communication, connection, and coordination services to underserved, rural, and Alaska Native communities. The Mariculture Liaisons will facilitate access to resources within the Alaska Mariculture Cluster Build Back Regional Challenge grant (BBBRC) and generally support mariculture development efforts that meet local and regional priorities.
